This is James Buchanan's Black & White, a blended Scotch whisky from the 1950s, in a 75cl bottle at 40% ABV.
The whisky was first produced by the London blender founded by James Buchanan, and was originally called House of Commons because it was the official whisky there. The black and white labelling gave it the nickname that later became the brand name. The black Scottish Terrier and white West Highland Terrier motif dates from the 1890s. The brand is now owned by Diageo.
