This is a pre-Prohibition Kentucky bourbon from Old Fitzgerald, distilled between 1917 and 1929 in a 75cl bottle.
It was made at the original Stitzel distillery in Louisville, before the Stitzel family's operation merged with W.L. Weller & Sons in 1933 to form the Stitzel-Weller Distillery. That places it ahead of the Stitzel-Weller era and the bourbon that followed Prohibition.
